    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS.

    I removed one repository from my sources.list(rep came from my hoster mirror) where the actual bind9 version came from. And installed the older 1.9.10 version and now it works. So my problem is solved.
