    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

    I have the same problem. Ran the commands in https://kb.odin.com/en/111684 made no difference. I am currently operating in the grace period. I have been a user since Plesk 8 and I must say since upgrading to V12 very unhappy it's so slow, font is too big, navigation is inefficient.
