?? Well usually in your control panel at the company where you rent your server you have option to send restart command, turn off, turn on etc. Have you never tried to stop or start your server?

Try clearing cache and history in your browser (seriously this helped some users), try to restart your server.

Anthony from Plesk responded to that . First half of November. Meaning very soon. I believe more realistic expectation is end of November. IMHO in your situation i would wait for another month or two AFTER they announce support for Centos 8. To allow them to polish Obsidian further on Centos 8.
