    Question wordpress toolkit and DISALLOW_FILE_MODS

    Hi, in one domain using Wordpress Toolkit I can update plugins. My client asks why because he enabled define( 'DISALLOW_FILE_MODS', true ); in wp-config.php. I see that WP-CLI also can update plugins. Is that a feature or a bug? Thanks Miguel
