Hello sympatique, Parallels Plesk Panel (PPP) does not provide interface for doamin registrar. However you create domain through PPP and register its name through MyPlesk.com.

You don't need to install MSSQL for Parallels Plesk Panel.

It is misprint. .htaccess is not supported on a Windows platform. There are some IIS extensions which emulate such behavior but unfortunately Parallels Plesk Panel (PPP) is unable to manage them.

Seems you re-installed Tomcat, so Tomcat config and Parallels Plesk Panel (PPP) config need to be resync. Unfortunately PPP is unable to do it itself. You may contact Support team https://www.parallels.com/support/plesk/form/
