1) Did you use Nginx reverse proxy in Plesk ?
If yes, then try to disable it.
2) Try to rebuild domains' config files:
/usr/local/psa/admin/sbin/httpdmng --reconfigure-all
nginx supports http etags since v1.3.3 (not stable release!):

you can either build nginx from sources and update binaries OR you can wait for Nginx 1.3.3 update in Plesk.

There is no such setting for a domain's website.
You can do this in .htaccess, custom vhost include, custom vhost include in vhost template.
Anyway, why do you need such setting (force SSL usage for a website)?
