We had a similar issue on our server when trying to install wordpress. After enabling phpinfo in php.ini (it was under disable_functions) and restarting httpd the error disappeared. As restarting httpd previously had not fixed it, it would seem that was the solution but I cannot say for sure.

PHP had not been upgraded since the move from plesk 9 to 10. It has been upgraded recently after checking that this would be compatible with plesk 10 features but the issues with backups were present prior to this.

Sorry, I'm not sure what your issue might be. When we'd done an upgrade, we could not start Plesk even from Shell and the patch fixed it for us. Sorry we could not have been more help. Cannot advise on the blank emails that you are getting. Silly question, but have you tried a server reboot?
