I figured out what was wrong. There were a few domains/subscriptions that were listed is inactive because there were user accounts created for each domain. I deleted the un-needed user accounts and everything works now!

That is really weird, I can FTP via command line. I am going to add port 21 to the Plesk firewall, even though the default "FTP Server" is already allowed. Here is my 1&1 firewall settings.
