Now as I searched, this is a known issue with CentOS7.
The issue is simillar to this:
Nginx does not start automatically after reboot: 99: Cannot assign requested address
Now the workaround did not work for me. As I believe this only works for IPv4. Obviously getting rid of nginx...

My server: Debian 7.11, Plesk Onyx Version 17.5.3 Update #6, apache 2.2.22, nginx 1.11.10
Some times ago all was ok. After last update i understand, that nginx can't start on system boot, but i can start them manualy:
root@vmi:~# /etc/init.d/nginx status
[FAIL] nginx is not running...
