Prior to 10.2, which began offering the Parallels-built httpd with SNI support, we used the CentOS httpd. With new installs of 10.2, if we choose to use the centos apache, now the behavior of the psa-suexec prevents cgi scripts from running because the Plesk default for cgi-bin is 750 with ownership set to OWNER: psaserv. With the psa-suexec that comes with 10.2 when you choose to not install the Parallels httpd package, suexec refuses to run them until we re-set the permissions on cgi-bin to 755 with ownership set to OWNER: psacln. This of course leaves you with the choice of either running Parallels' httpd, which we've found consumes huge amounts of memory and takes forever to restart, or we have to manually fix every single site that gets added to correct the permissions.
