Hello,
if you want to use PHP-FPM served by Nginx, you have to set the proper directives for Nginx, because .htaccess are not used with Nginx.
Otherwise, you can use PHP-FPM served by Apache to be able to use .htaccess files.

currently your open_basedir settings do not allow access to /usr/share/pear.

You can try to reset to default your openbasedir directives because in your screenshot, there is a mistake in the allowed path typo. /usr/share/php//var

Do you have the same error if you disable open_basedir ?

if i disable open_basedir i put none it's work but the site take much time to run and slowly to display on the pages

The loading speed issue isn't related to your open_basedir settings. At first, you can use another php version than "OS Vendor" which is used by Plesk utilities.
