500 - Internal Server error in login page

hello ,

My Plesk 11.0.6 control panel running on Centos6 . the error " 500 - Internal Server Error" appear when I try to view it in a browser.

All the websites on the server are not working .

I cannot start or restart apache


How can I resolve this? i need help please
