    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

When running this command
./parallels_installer_v3.9.0_build110316.15_os_CentOS_5_x86_64 --ignore-key-errors --select-release-latest --install-everything

at the end or manually running this
/usr/local/psa/admin/sbin/httpdmng --reconfigure-all

I see these errors

Also the server in a browser throws a 500 error but doesnt log the error anywhere

Where can I re-download the rpm to force it to re-install?
 
I was able to download and re-install it now it verifies - but I still cant get plesk to load in the browser.

httpd is running - where can I go to find out the actual error?
 
What sort of errors in /var/log/sw-cp-server/error_log ?

Seems your Plesk is totally broken. Try to repair it with bootstrapper (described in KB article) and contact Support Team if it not help.
 
All of the bootstrapper articles I found (only abour 4 or 5) said to run this
/usr/local/psa/bootstrapper/pp10.11.0-bootstrapper/bootstrapper.sh repair

Which doesnt do anything and nothing changes.
