cannot install anything from the application vault

When trying to install any number of applications it fails with:

I've tried Joomla, Mambo, Drupal, and a couple of random others. All fail with the same message.
/tmp was mounted noexec and I thought that may have been it so I changed it an rebooted but no luck. I don't even know where to begin to look. I see no messages in apache's error_log ( i believe these scripts are run via cli which would explain that ).
