Can't Install New Apps In Application vault.

Everytime I attempt to upload a new app package to the application vault, I get the following error:

Error: Unable to install the site application package.
Incorrect function. (Error code 1) at extractArchive(C:\Program Files\SWsoft\Plesk\tmp\php1B0.tmp, C:\Program Files\SWsoft\Plesk\var\cgitory)

This is happening even on a freshly installed server. Is anyone abel to successfully install apps on 7.6.1 Application Vault? If so, any ideas on why I am having this trouble?
