• The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

Change the owner of a domain.

"Subscriptions" > choose subscription > "Change Subscriber" > choose new owner in the list
 
I do not think you understand the question...

Client 1; Subscription 1
- domain1
- domain2
- domain3

Client 2; Subscription 2

- domain1
- domain2

And I want to change the owner of the domain3 from Client 1 to Client 2.
I do not want to change the owner of the subscription.
In other words, I want to transfer the domain3 from Subscription 1 to a Subscription 2.
 
Okay, I see now. We plan a tool for that, but not available now.

Meanwhile you could try the following, though it maybe not quite convenient
1. Make target site holder Client 2 / Subscription 2 / domain3a
2. Websites & Domains > Advanced > Website copying > choose original site (domain3) > choose target site (domain3a)
3. Remove domain3. Rename domain3a to domain3

It will not move mail unfortunately.

BTW, what is a purpose of such relocation? Is it like one account is a web designer and another one is a customer?
