Connection timeout while opening plesk panel. (after 11.5.30 Update #16)

Problem: No access to Plesk Panel - request timeout.
Platform: 1&1 Cloud Server, CentOS 6.3 (Final), Parallels Plesk Panel 11.5.30 Update #16

I have some weird problem since 11.5.30 Update #16. When I log into plesk panel (https:// <my-domain-or-IP> :8443) everything works. But after few minutes, I can't open the panel any more. It's loading until browser request timeout.
Apache, Mysql, Mail and other services are running. I can open any site hosted on the server. I still have access over SSH. But I can't open plesk - it looks like it's processing the request, but I see nothing except request timeout, after ~30-40 seconds. Tested on 2 different computers and different browsers. In the beginning I thought that Plesk service stopped working. But actually, it works and service restart makes no difference.

Now, the interesting fact: What does help is restarting my ADSL router - in fact, changing the IP. But only for few minutes. After those few minutes, I can't access the panel again.

I checked iptables and firewall rules - nothing there.

Any ideas?

So, it's some kind of problem in help.php file? Why would IP change help with that?

You may try to re-run the auto-installer and if that fails to resolve the error and you have a UNLIMITED domains licence, create a support ticket since it's FREE.
 
How can I reinstall last update? Should I use autoinstaller (# /usr/local/psa/admin/sbin/autoinstaller)?

How can I reinstall only the last update?

Edit: I noticed that error in panel.log is 2 days old. So, it may have nothing to do with this. Anyway, reinstalling last update might be the way to go. I just need to know, how can I do this. I'm searching the web on this, but can't find anything. I also don't have any info about Plesk license from 1and1.
So, I'd appreciate any help here. Thanks in advance!
