    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

Are you trying to publish to the same server where Sitebuilder installed or not? There are some special requirements for publication host exist:

http://www.parallels.com/en/products/sitebuilder/reqs -> Published Sites Server Requirements.
This article should be also helpful in this case: http://kb.odin.com/en/1812. It could help in figuring out which requirements are missing., but looking on the error message it looks like PHP is not installed on destination server.

but the psa server and sitbuilder are on the same machine.
 
Actually, there is no difference if Sitebuilder installed as standalone or together with Plesk. The thing is that Plesk does not provide client PHP, it uses it's own PHP for panel. For browsing sites client PHP is used which is installed on the server and should observe some requirements. As Plesk installed, I can assume that PHP is installed also. In this case try to check if destination domain has PHP support enabled in Plesk CP -> Domains -> <domain_name> -> Setup section.
