Failed to update Panel

Regular Pleskian
Finally today was no longer a 500 internal server at Plesk Control Panel and I can now report this issue to you as I have the time at the moment to do so. It's Parallels Plesk Panel 11.0.9 with 11.0.9 Update #44 using Windows 2008 R2 SP1 as the production server that was upgraded from Windows 2008 SP2 a while ago.

The Plesk Control Panel says

Failed to update Panel. You can send the update log to Parallels support to try fixing the issue. View the update log.

And the update log displays:
