• The BIND DNS server has already been deprecated and removed from Plesk for Windows.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

FTP Resume

IIS5 and IIS6 support FTP resume by default, however your client should support it too.

I am using WS_FTP Pro and it does support FTP resume, however it still doesn't resume the download, is it possible that plesk changes some settings, or registry entries?

Hmm, I could not even find how to disable resume in docs from MS. Are you uploading files or downloading? FTP resume will only work for download with IIS.

I have verified that resume is supported on Plesk-controlled server using Unix command-line FTP client:
...
ftp> rest 100
restarting at 100. execute get, put or append to initiate transfer
ftp> get index.html
200 PORT command successful.
350 Restarting at 100.
150 Opening ASCII mode data connection for index.html(557 bytes).
226 Transfer complete.
457 bytes received in 0 seconds (457 bytes/s)

Thanks for your input, I figured out that it was my firewall's antivirus feature that would not allow resume.
