How Can I Activate Harddisk Quota

Hi, i want to activate quota system(message: hard disk quota is not supported due to configuration of server file system). I will change my fstab file but my fstab file almost empty, there is no ext3 file system:

[root@vps70019 ~]# cat /etc/fstab
none /dev/pts devpts rw 0 0

What shoul i do ?

It is Virtuozzo container and quota support should be enabled for container on Virtuozzo level.
