How can i set file managers permission

before my message i m sorry becuse my englis is so bad.i m from turkey.

my problem is this ;

i create a reseller client or normal domain client.

but my users is not conrol teirs permission on file manager.

they aren't set write read v.s.vs permissions on they panel.

just i set permission but i have a 68 users.

how can i do this?
