How do you Change User's Time Zone

The server time & time zone appears to setup correctly. When I logon to the box as root, the correct time is displayed - both in a shell listing and also using an FTP client as root - all good...

...But when I logon as a regular FTP user, the FTP client displays file timestamps that are several hours into the future.

How can I change the "time zone" of individual users?

Also, how do I change the default time zone assigned to users when they are initially setup?
