    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

I am having the same problem.
It should be a problem of the licencing Server which refuses to issue a licence for this HW or IP (?!)

I have forwarded the issue to my Plesk Issuer (1und1) to solve the issue.

We're have the same problem at 3 of our 5 PLESK servers (having unlimiteted lic for 10 servers and SUS).
Also after manually pressed button "Retreive keys" we have:
Server response: Export in previous version is blocking for the license

In our case this problem having place only on 8.x version, 9.x works fine.

Does anybody knows how to resolve this problem?
 
Solving

Apparently this error happens when you have upgraded to Plesk 9 and you decide to go back again to Plesk 8. You previous licence is no longer valid (as it is marked to Plesk 9).

Upgrade you server to Plesk 9 (or 9.1) and ignore the warning message about the licence. After the upgrade, you can retrieve the correct licence!

You was right. Upgrading to 9x solves the problem.
 
Check your and your providers firewall settings, Plesk needs to be able to connect to the licensing server. (Especially when APF or IPTables installed)

If license key was already upgraded up to 9.x, if can only be used on Plesk 9.x and there is no way to use it on 8.x version.

I contacted the Paralels through a form and Parallels support was excellent and fast. They sent me a key for version 8, even after a key update to version 9.
