PROBLEM DESCRIPTION

Inactive Plesk user accounts are not synced to a new Plesk server with the Plesk "Migration & Transfer Manager" tool.

STEPS TO REPRODUCE

- create an email address "test-user@test-domain.com" in the source subscription including "Can be used to log in to Plesk"
- make the newly created "Application User" for the email address "test-user@test-domain.com" inactive
- migrate the subscription to a new Plesk server with the Plesk "Migration & Transfer Manager" tool

ACTUAL RESULT

- the inactive "Application User" "test-user@test-domain.com" is not migrated to the new Plesk server

EXPECTED RESULT

- the inactive "Application User" "test-user@test-domain.com" should also be migrated to the new Plesk server
