it looks like there is a new update for 9.2.3, but i can not find any description for that update !?

You can find all Plesk hotfixes and information about these hotfixes with something like:

# rpm -qa | grep hotfix
psa-hotfix3-9.2.3-9.2.3-cos5.build92091206.13
# rpm -qi psa-hotfix3-9.2.3-9.2.3-cos5.build92091206.13 | grep Summa
Summary : Plesk Parallels Control Panel upgrade package for DrWeb v5
