PHP-CGI when accessing panel

I've just upgraded panels to 10.4 from 9.5.5. During installation I had a windows alert saying "The program can't start because LIBMYSQL602.dll is missing from your computer.", but the update appeared to finish successfully.

Now I can't access panels, I get the error:
HTTP Error 500.0 - Internal Server Error
C:\Program Files (x86)\Parallels\Plesk\admin\bin\php-cgi.exe - The FastCGI process exited unexpectedly

The plesk php config seems ok, but I get no errors in the system logs or in admin/logs/php_errors.log .

I think the rewrite.dll file is missing from the isapi folder and also I can't find the libmysql602.dll anywhere.

This is on Windows Server 2008 R2 SP1, fully patched.

Any help would be greatly appreciated, thanks.

Update: when I run %plesk_bin%/php.exe -i . It returns unhandled error C0000005.
