Issue Plesk License Restriction

We are an Academic Institute located in Baghdad/Iraq and are trying to get a VPS provided by a company in Germany. When we add Plesk to out package to order it does not allow to proceed and pay. This is what we get

(We regret that it is not possible to order Plesk as the manufacturer does not permit the sale of license to customers in your country. To complete your order, please remove Plesk from your shopping cart.)

We have searched your forum and the Internet we can not find any information to make sense of this. The server is in Germany, and the application will be used in the Germany not Baghdad. Why would you have restriction anyway? Would you please have an official statement on your website to clear this?

We will use the server for our scientific electronic journal.

We do not have any sales restrictions for Iraq. At least you should be able to place order at Plesk Pricing Plans & Options. Plesk license types.

Thank you for clarifying this. In our case Plesk need to be added to VPS package to check out and the message above will show up. I shall now direct the service provider to this statement and see what they say.
