Plesk Panel 10.0.1 Install/Upgrade on 2008R2 Web Server

I've been trying to install both the Panel and Billing. I can get the Panel to install fine but I'm running into issues with the Billing portion.

I'm on a Windows 2008 R2 Web Server OS with all of the requirements.
I have 2008 SQL Express installed.
I have MySQL installed.
I have setup clients/customers in the panel.

When I install the panel I received the following logs:
Log 1
upgrading MySQL server...
Unexpected error
Error: Some action sequence of package 'mysql-client' has been failed with code -1
Not all packages were installed.
Please, contact product technical support.

Log 2
installing Site Editor...
Unexpected error
Error: Some action sequence of package 'siteeditor' has been failed with code -1
Not all packages were installed.
Please, contact product technical support.

I was still able to log in and use the panel.

I then tried to install the Billing with the following results:
Log 1

Any help will be much appreciated.

Last month I tried to install 10 on a fresh server and I received the same or similar log messages.
I then tried using Plesk Panel 9.5 and realized that Billing was not a package or bundle with this version.
I then upgraded the 9.5 to 10.0.1 and I'm back to the beginning not able to install Plesk 10 with Billing.

Update ... Plesk Panel 10.0.1 install still fails on Billing

I re-imaged my server with Windows Server 2008 R2 Web Server and installed SQL Server 2008.
I installed Plesk Panel 10.0.1, no upgrade.
During the install I checked both the Panel and Billing installs unchecking only Apache since I'm using IIS 7.5
The Panel install succeed but the Billing failed with the last lines of the log:

Installing the System Health Monitor package...
installing Site Editor...
Unexpected error
Error: Some action sequence of package 'siteeditor' has been failed with code -1
Not all packages were installed.
Please, contact product technical support.

I then ran the update for the Panel with success to be followed by a final attempt with the Billing/Site Editor with the following results:

Starting installation of packages
upgrading MySQL server...
upgrading Parallels Panel core components...
Unexpected error
Error: Some action sequence of package 'plesk' has been failed with code -1
Not all packages were installed.
Please, contact product technical support.

This install continues to fail, I need both the Panel and Billing installed. Any help is appreciated.

What is the location for the AutoInstaller3.log?

The KB artical says to copy two folders for backup and then replace them after the upgrade. I've already run the upgrade once without backing up these folders. I have not created any web sites since I was in the process of running the install all the way through before doing any administration. Do I still need to backup and replace these folders?

Sorry I should clarify the backup and replace.

The article says to backup and replace the current folders with folders listed in a compressed file. Run the upgrade and then return the original folders - replace the replaced folders... Do I need to do this last step since I have not created a web site and I have not logged into the panel to do any administration?

Still unable to install complete Plesk Panel

I followed the steps in the KB article and I am still unable to finish the install.

Final log after attempting to install Small Business Panel:
Starting installation of packages
upgrading MySQL server...
upgrading Parallels Panel core components...
Unexpected error
Error: Some action sequence of package 'plesk' has been failed with code -1
Not all packages were installed.
Please, contact product technical support.

Steps:
I re-installed Windows Web Server 2008 R2 64 bit.
Downloaded window updates.
Installed IIS Role.
Added FTP and additional Features.
Installed SQL Express 2008.
Installed Plesk Panel 10.0.1
Logged in to Plesk Panel and applied current temp license.
Logged out.
Copied KB article folders "current" folders to Temp folder
Copied KB article folders to replace current folders
Ran Install for Small Bus Panel
I received the above log message that it failed.
Copied the original .skel and default folders back.
Tried to log in to Plesk Panel
IE craps out, the panel login is not displayed.

No resolution to the current issue.
 
Plesk Panel 10.0.1 Install Fails

I am unable to complete my acceptance testing for Plesk Panel and it's Billing component since the Billing component locks or disconnects Plesk Panel after installing. I am also not able to log into the Billing component.

Does anyone have experience installing Plesk Panel 10.0.1 and the Billing component on Windows 2008 Web Server R2 using SQL Express 2008?

Is it recommended to install both the Panel and the Billing component on the same server or should they be on separate servers, what's the recommendation? The above issue is a result of installing all the components on the same server and in the same web folder. It appears to me from the documentation that this is the correct and recommended course of action to install all of this on the same server.

I really need assistance on this if I am to host web sites.
