Question Problem with HTTPS connection

AlmaLinux 8

Plesk version and microupdate number

Version 18.0.45 Update #2

I have a problem with connecting with HTTPS hosts.
I have default settings in plesk. iptables is not installed.

[root@ns3221495 conf]# iptables -v
-bash: iptables: command not found
[root@ns3221495 conf]#

I also use fail2ban and server IP is added to "Trusted IP Addresses"

Log (first host, api soap wsdl DPD Courier) :

[root@ns3221495 conf]# curl -v https://dpdservices.dpd.com.pl/DPDPackageXmlServicesService/DPDPackageXmlServices?wsdl
*   Trying 91.209.152.36...
* TCP_NODELAY set
* connect to 91.209.152.36 port 443 failed: Connection timed out
* Failed to connect to dpdservices.dpd.com.pl port 443: Connection timed out
* Closing connection 0
curl: (7) Failed to connect to dpdservices.dpd.com.pl port 443: Connection timed out

Example with another important host for me:

[root@ns3221495 conf]# curl -v https://api-shipx-pl.easypack24.net/v1/
*   Trying 91.216.25.164...
* TCP_NODELAY set
* connect to 91.216.25.164 port 443 failed: Connection timed out
* Failed to connect to api-shipx-pl.easypack24.net port 443: Connection timed out
* Closing connection 0
curl: (7) Failed to connect to api-shipx-pl.easypack24.net port 443: Connection timed out

Please check the output of commands:

# traceroute -T -p 443 dpdservices.dpd.com.pl
# traceroute -T -p 443 api-shipx-pl.easypack24.net

Depending on the results of the traceroute command, the connection can be blocked on the server itself or on the intermediate firewall.
