qmail-inject: fatal: qq temporary problem (#4.3.0)

I always get this error when we use mail() function from php

it seems that apache/php hasn't got perms to use qmail-inject

anyone can ls -la and tell me results from:

/var/qmail/bin

and

/var/spool/qscan

i use qmail-scanner 0.21st
