qmail smarthost not working

I have searched throught the various forums and haven't found anything that will help me resolve my problems.

I have a single mail server running plesk 8.3 and I want all of the outgoing mail this server would send out to go througth a smarthost server instead, that will then send out the mail. I have created the file /var/qmail/control/smtproutes and added my entry domain:smarthost within the file however it doesn't qmail uses the file at all. My smarthost I am sending the mail to does not require any types of authentication or anything so I haven't installed the patch out there for authentication.

Anybody have any ideas on how I can troubleshoot this issue and determine why qmail is not reading and respecting the smtproutes file?

Check to make sure smtproutes has read-write permissions for owner and read-only for group and other
