  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

I've had the same issue on one of my boxes, I've got solution from sw-soft:

1. Export from registry
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\UserData
\S-1-5-18\Components
to .reg file
2. Open it with text editor and find/replace all
"62CD591E4B6A31E48B9E6DB13499D7DD"="fake"
with
"62CD591E4B6A31E48B9E6DB13499D7DD"=""
3. Import .reg file back to registry.
4. Run patch again.

They told me what it is new Microsoft Installer issue.
Hope it will help you like me.

Hello, I've edited that post because on one of my boxes this workaround didn't work and I've received new one from SW-SOFT.
This works!
