404 - Not Found for Plesk control panel after upgrade to 10.3.1

Hi,

I have upgrade to 10.3.1 using the command line. Once it had finished, I am no longer able to access the Parallels Plesk control panel or Customer & Business Manager. All admin pages just give me a 404 - Not Found error.

All hosted websites are working although Horde webmail is not.

This is dedicated server - hosted by 1and1.

But the above means little to me. Any help no matter how small on what is required to fixed this greatly appreciated.

Been banging away at this all day with no joy, as backup manager tables are causing install issues I even noticed that the "psa" is not getting installed within the "/etc/init.d/psa" directory only noticed that once I ran "service psa status" so no wonder its not starting!

Have been trawling the net for an answer but no joy so far, anyone got a bright idea what to try?
