It's the same error, not a new one. And did you checked the permissions of plesksrv.exe found in C:\Program Files (x86)\Parallels\Plesk\admin\bin?

Resolution

1. Open directory C:\Program Files (x86)\Parallels\Plesk\admin\bin
2. Check permissions and security settings for plesksrv.exe: right click on plesksrv.exe->security
3. Make sure that plesksrv.exe has following permissions:
   psaadm, psacln: Read and Execute
   System and Administrator: Full Control
4. Check system by antivirus program.
