How do I use ClientExec to automatically create packages when clients order hosting?

There isn't a plugin available for ClientExec at this time to do this. I'm in the same boat as you, waiting on promises.
I've heard that ModernBill is great, however, ModernBill is extremely complicated and more expensive than ClientExec. ClientExec = Easier install, simpler.
It's a big toss up and I've heard from everyone who loves ModernBill that if you survive the headache of configuring it just the way you want it, that it will pay off.
I've tried getting a refund from ClientExec, but their billing@clientexec.com e-mail address is a full mailbox that bounces mail.
How is that for confidence in a company?
