ERROR: Service Agent Exception

I try to update to 11.5.30 from 10.0.9 and I can't login the control panel the error is:
Unable to read components configuration from the service node: packagemng: execve failed for /usr/local/psa/admin/sbin/packagemng: Permission denied

System error 13: Permission denied

This most probably means that either your entire filesystem permissions are wrecked, or you have SELinux (or similar) enabled and its policy is not applied correctly.

Yes, I have SELinux and everything worked fine for years and have many automated upgrades that worked fine, and now I have a problem trying to upgrade to 11.5.30

Can SELinux run on Plesk without problems?
What should I do?
