  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

According to the release notes, FP is no longer supported with 8.1. Now I know that is because FP was end of lifed a few months ago, but when happens if I upgrade to 8.1? Will the existing FP install and users, etc be removed?

Nope, all existing settings and installations should be preserved.
 
And I can still enable/disable FP from within Plesk for new and existing domains?

Yes I know that, but we are talking about 8.1, which according to the notes, FP is not installed with it anymore.
 
On FreeBSD fp support disappears when upgrading from 8.0.1 to 8.1.0.
