  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

How to import phpmyadmin database backups

That's because Plesk 12 and completely different from Plesk 10. To import in your database click on Databases on the right side, choose the workspace/domain, create your database if you haven't already, if you've already created your database then click on Webadmin next to the database in question then click on Import. You will then be able to import in your sql backup.
 
You have one more option if DB is already created, then you can use third party tools like mysql administrator or mysql wrench. You can connect the application using the db user and password with port 3306
