  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

Question <ip>.tar.gz files found causing problems

This morning I found 2 large files in my folders

/usr/local/psa/admin/htdocs/

and

/usr/local/psa/admin/htdocs/..

one file was named <IP>-quota.tar.gz and the other was <IP>.tar.gz

what are these files and what creates them?
 
It does not look like a result of Plesk operation.
I would suggest you check what is the content of these archives first. Then check bash history - maybe it is results of manually running some kind of CLI utilities.
