MS Outlook cannot send or receive emails

I cannot access my mail through any email client. I have manually configured the email account settings and they match the preffered.I have turned off windows firewall completely but still I cannot send or receive mails through MS Outlook and other email softwares as well.
 
Does the mail server status appear as "running"/green under Services Management? Are you using the correct settings? The COMPLETE email address and password? The correct domain name - and does the domain name map to the correct IP address? Is your ISP blocking mail access? Is your ISP using an interactive proxy that requires web-authentication before access is allowed?
 
I am a newbie

I am using the right settings while configuring the account, like you said complete email address and all, the domain name is also right, user Id and passwords are also correct, I don't have any knowledge on running server and proxy that you mentioned. I do get a socket error while using another email software "Mailing list". I have turned of the windows firewall but still the socket error is displayed. I have tried both encrypted and unencrypted log in. While testing the account settings the outlook cannot login to the POP3 server but it successfully sends a test email to the mailbox, please Sir if you would provide the require info for fixing this.
 
Have you checked to see if the POP3 service is running on the services page? Login to Plesk (as administrator), click "Server" on the left, then "Services Management" on the right. Click the "+" under "Mail Server" and ensure that all services are "green"/running. If there's an error, post it here, then check the server event files (login to Remote Desktop, right click on My Computer, select Manage, then open "Event Viewer", then "Application" and look for errors related to your mail server application.

If your machine is a year or more old, and you're using the default unpatched mail server (MailEnable), you probably haven't installed the ME security patch that was released last fall - and now your server has been hacked. Patch it now, of course, then get a security guy to investigate the machine to see if it's recoverable.
