Need To Delete Files qmail-local.moved, queue.moved?

I am experiencing problems with Plesk and Linux via my GoDaddy VPS that I never had in the past with a different host.

I was having Inode problems and one of the issues is they say I have "2 million emails in your mail queue" and "messages in queue but not yet preprocessed: 91679"

I need to correct this issue.

When looking in var/qmail/bin/

I see

qmail-local.moved 42,088
qmail-queue.moved 19,888
qmail-remote.moved 39,932

Can these be deleted and will it help my issue?

Before they told me "2 million emails in your mail queue" I had found and deleted some of the 'processed' files using Putty. Not sure if it was the right thing to do, but GoDaddy refused to help so I took chance.

I found these folders that seem huge, but not sure how to or if I can delete them.

I had left four of the folders 0,1,21,and 22 When they said 2 million was to many, I deleted two more folders 1 and 21.

Not sure yet, why I had so many, I do get about 1,000 emails (total) a day between two of my accounts including spam. But I don't know why any files are being left behind after they are downloaded and deleted via Outlook.
