Issue php OCI8 extension

after successful installation of the php_oci8.dll extension and the working of the site ...everything is great. when I change anything on the server (like renaming it or add SSL certiifcate) the only extension that stops working is the php_oci8.dll and I don't know why?

all other extensions that I installed manually still work fine...except this one....
