On MySQL -> 'User Database' -> 'Routines' see next message:
You do not have the necessary privileges to create a routine;

Check query:
-----------------
SHOW GRANTS;
> GRANT ALL PRIVILEGES ON `test`.* TO 'user'
-----------------

This article http://kb.odin.com/en/115749 isn't affected.

Could you tell me, how can I fix this problem?

Yes, I can reproduce this issue on my test server.
But I followed to mentioned KB article and granted permissions for creation routines for specific mysql user (just click on db username there). After that I'm able to create routines.

Please, Could you tell me, if you reproduced this problem on Parallels Plesk 12 for Windows?

As I see on my testplatform, all users databases have all privileges.

Yes, my test Plesk 12 server for Windows.
You should modify not Database privileges but db user privileges. Here is difference.
 
Thanks, As I see this the same operations, If I set on mysql -> user privileges.

P.S. I'm not sure if this is safe for others users.

If I use sql script to create store procedure like this:
------------------
CREATE PROCEDURE test()
BEGIN
SELECT * FROM table;
END
-----------------
without modify user privileges, Created succesfully.

Hi,

I need Enable privileges to create a routine in mysql database for every user by default. How would it be possible?

My current environment is:

OS: windows server 2008 r2 std
Plesk: plesk 12.0.18 for windows

Any help would be appreciated?
