    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

you might notice a very tiny little information from your log: "ftp://parallels.mirrors.ovh.net/...". Unfortunately, Parallels can't force your provider OVH to update files, which are either not functional, or have been changed by Parallels. It's up to the provider to solve such issues.

Please contact your service provider OVH in this case, because the error is caused by their mirror.

If you would like to solve the issue without them, then you may use the Plesk autoinstaller over the command line and use the additional string "--add-source". Please read more about it and as well, HOW the additional string is used, by typing "/usr/local/psa/admin/bin/autoinstaller --help".
