Issue Plesk ERROR 500

OS: Windows server 2016

https://localhost:8443 return ERROR 500
https://IP:8443 return ERROR 500
https://domain:8443 return ERROR 500
but: all sites work OK!

Log:
[2017-10-23 22:00:55] PHP Fatal error: Class 'CommonPanel_Config_Defaults' not found in C:\Program Files (x86)\Plesk\admin\plib\Plesk\Config.php on line 14

Try to fix it with

"%plesk_bin%\\ai.exe" --select-product panel --select-release-current --reinstall-patch --install-component base

Patches were installed successfully.
The changes were applied successfully.

But still ERROR 500!

Try to apply solution from this KB article Plesk shows 500 internal server error without any errors in logs

plesk repair installation
