pop3 failed

Although the service is up (on windows server),
the users can not authenticate their passwords via
outlook express or outlook and the Send/Receive routine
asks for password.
It seems that all the users are locked.!
The webmail works fine.
Any solution ?

username has to be user@domain.com and password is just the password..
