PostgreSQL to allow localhost connections

When users are created in PostgreSQL, they are only allowed to use the pipe. There needs to be access on 127.0.0.1 for TCP/IP. as well. This is used by the JDBC driver, etc. It's very limiting and can result in a lot of calls for an unexperienced sysadmin or underutilization of the PostgreSQL datastore.
