  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

I have a problem with the mail server, but only with the Outloock mail client. I have no idea what the problem is.
Outlook cannot connect to the server. I have tested in several places in my country and the effect is the same.
my mail server is mail.piekielko.com - IP: 145.239.18.58
 
I noticed that the server only supports TLS1.3
Can Outlook have a problem with this?

It depends on the Outlook version.

Did you activate the "Modern ciphers" in Plesk? That will only allow clients that support TLS 1.3. The Intermediate ciphers have a fallback to TLS1.2. That's the recommended setting.
