Programming languages?

Hello,
Our customer is asking is he can program using Perl and C on the Windows platform. I know he can use Perl, but I am unsure about C. Anybody know the answer to this? Thanks in advance.

I think he can as a cgi...
and a perl script can run any .exe too if you give it the rights to do so..

he understands something about programming

Perl php or asp(.net) - but I do not think C - quite difficulty
some say since momo .net is the future
